     There was an FCC Ruling in 2003 
http://hraunfoss.fcc.gov/edocs_public/attachmatch/DA-03-2196A1.pdf , as well 
as a Federal Court Ruling, that states the FCC or Federal regulators have 
exclusive jurisdiction over cases of actual or potential radio interference. 
The court case was in Anne Arundel County, Maryland if that helps you find 
it.
