Right above 40m band (7.405 MHz), and they DID run a bit more power than
hams are allowed (3.4 MW), but they successfully bounced a signal from
HAARP in Alaska to the moon and down to a receiving array in NM.

Good thing they were doing this when the sunspots are low, so the
ionosphere lets it through...October 28, 9UT
Looks like the echo was about 25 dB below the ionosphere reflection.
Interesting pictures of their wideband HF antennas at the bottom. More

The lowest takeoff angle for the LWA isn't that low(15 degrees), but it
has a pretty good effective aperture (4 million square meters)
