The takeaway:

*  Legal compliance is recommended
*  Being a good neighbor is recommended
*  Neighboring with your code official, unofficially, to make a  
friend, is recommended
*  All professional planners are aware of the issue of PRB1, and  
concerned about the proliferation of
	cell towers,  courtesy of the National League of Municipalities, and  
the Nat'l Assn of City Planners.
	Most are looking for ways to document having made a "reasonable  
accomodation".

My war story:

100' tower app, in Essex, VT.    The code official and I met to  
discuss "reasonable accomodation",
and came up with a solution.  (70', no variance or special use, but  
only allowed so long as a licensed
amateur owned the property.  No add-on commercial use.)    I needed a  
variance for my 100' stick.
One neighbor came to speak for.   One against.   The one against had  
her cows get out and eat my
daisies, the day before.   She remained silent.   I still buy a case  
of maple syrup from her, each year,
even though I don't live there any more.     veni, vidi, vici.
