I found an insulated pier-pin base in my own boneyard and am planning to use
it (with some modifications). Thanks for all the suggestions.

The Rohn 25 single point insulator base is even rarer and harder to
find than the free standing plate that someone was searching for a few
days ago. The last time I saw one for sale new it was $1200. This
is the bottom 10 foot section that tapers to a point with a pin that
is designed to sit on top of the insulator Rohn used to sell. But
commercial guyed insulated R25 was so unusual for physical design
reasons (I have only seen one AM broadcast R25 which was part of a
phased directional antenna) I'm guessing they didn't make and sell
enough to make it worth keeping in production.

<<<Instead of trying to find a duplicate of what you have, why not use of
those
insulated pier pins like the broadcast stations use? I had one but sold it
last year to a ham in the NE. I see that there many threads on the TT
archives. An alternate course of action is to dig around your existing
concrete base which can't be more than a yard of concrete, and have it
busted apart or move the whole thing over to the new hole.>>>

he also has to remove and plow in new radials.
