As for getting the sections put together, if it's new sections you are dealing with then possibly the galvanizing is a bit thick around the female part, or the lower section. Just file it lightly, especially it seems around the bolt holes as this is where it will usually build up. If the tower has been together before it's also likely that the male and/or female parts are a bit out of round from the bolts being tight so just take a good size channel lock (water pump pliers) and squeeze them back to shape some.  They should go together snuggly but still fairly easily.
