[TowerTalk] rebar grounding

Did not do mine for that reason and for the fact of not really being sure 
that the cement pour did not uninstall the link.  I Installed separate 
ground rods to the sides of the tower base with strap from tower to the 
ground rods (easily purchased at Lowe's)
