I think it was answered by the fact that the particular installation was for an antenna that was rarely rotated. I too have witnessed this on a number of installations where an antenna was stationary for extended periods. The bearing wasn't worth trying to rehabilitate once time, labor and parts were figured in. Unless the races are turned on a lathe, you are only postponing the inevitable.
