Nope - Just bolts and nuts.  There is no rotational stress on them.  And don't tighten them too much. Just snug is all you need.  Any tighter and you will deform the tubes.

  I just bought some Rohn 25JBK bolt kits for my 25G tower. They didn't come with lock washers, only bolts and nuts. I presume you need lock washers with these?
