That doesn't say it has that gain only that they list it that way.

"It covers 400 khz of bandwidth at 2.0 to 1 or better"
This does not state 2 to 1 ratio of what. Perhaps it is  at least twice as much
power dissipated in the feed line and balun as is radiated.

Maybe this is a lesson in really reading what is written. ;<)

I wish we could lay this gently to rest and move along to something more
interesting.
