Pea gravel, crushed rock,...They all work well however with pea gravel 
there is more of a tendency for the legs to sink right through so I'd 
support the tower with the legs an inch or so into the gravel while 
pouring the base.
Now days they recommend using a pier pin base except for bracketed towers.
