[TowerTalk] No concrete for a Rohn tower base

I lived in a rented house in Seattle for 3 years and had
60 ft of R25 up with 5 feet buried in the dirt.  Worked
fine, didn't sink into the ground.  The base looked fine
when I dug it up when I moved.  Just a data point.
