Not cheap, but can work  for your idea is the GS-050
if the cost is your problem , need to copy that idea and go from there to your own solution
for a LONG TERM installation
SHORT TERM  some Lithium Grease and short pieces of 1/8 steel cable from the original plate to your  rope, but not always works perfect and will damage the galvanized pipe

If i have that need  will install 2 or 3 sections of tower  (small) or aluminum ,   double plate and the the  rotating pipe seated on one thrust  bearing TB-3 or similar, above  with one GS-050 yaesu thrust bearing  and some  philly  1200

but My case  and my solution , maybe gives you another point of view

I'd like to rotate a 45' pushup mast (a Rohn H50) from the base.  What sort
of guy rings exist that will slip smoothly to avoid winding up the guys?

I'd also like to use Dacron rope for the guys, but I'm concerned about
abrasion or cutting where the guy attaches to the ring.  Are thimbles
necessary? The existing guy rings appear to have awfully small holes for
thimbles.
