Lest anyone doubt, KGO was in full compliance with the regs...Their towers have several layers of access control; Locked fences,  monitoring and supervision. Actually quite high security precautions were in place.   We were touring under the close supervision of their engineering staff--Pat, AA6EG

When tower maintenance is required, the station(s) involved  are required to lower their power to a safe RFR (radiofrequency radiation)level   per 47 C.F.R. 1.1310.
