Thanks to all that responded to my inquiry especially G3VBL who got me 
in contact with Hal the former ower of the company.  For those 
interested it is the tower listed on QTH.com and no I havent bought it 
was just trying to get some information on it.

The story told regarding the tower actually checks out but not quite as 
being told told through the generations.  Western Electronics did have a 
distributor in California about 30 years ago but the antenna was not 
made for a US company.  So the antenna has been sitting for at least 30 
years and would need a number of replacement parts before being used.  
It is also quite a bit smaller in load acceptance than the LM-470 as a 
free standing tower.
