No.
Not if the CEGR is done right.
Concrete spalling is typically the result of a small void forming
between the concrete and rebar or a bolt, then the metal corroding, and
water getting in there. The water boils forming steam causing the spalling.
a) the rebar isn't supposed to penetrate the surface of the concrete.
b) the bolt isn't supposed to corrode
etc.
