I'd go deeper without question.  Over engineering isn't going to hurt as far
as making the mass of the base bigger.  Adding steel, however, may effect it
in ways that we haven't had experience with.  Ask the manufacturer if they
have any issues with modifications.  

What was that saying about how things fail because we do things outside of
the manufacturers specifications????  Just call and ask them.

I am preparing to put the base in for a Rohn HDBX-48.  The diagram shows two
things that concern me.

 

There is a horizontal criss-cross of #3 rebar that goes into the concrete 3
inches from the top and another 3 inches from the bottom, on 12 inch
centers, or "welded wire fabric" may be used.  

 

1.  Is that really enough steel?  Is there really no vertical steel other
than the bolts?

 

My hole should be 5'9" by 5'9" by 4' deep according to the diagram.

 

2.  4 feet is right at the edge of my frost line, should I go deeper?
