Joe, this is also true, word for word, in one county's REA district.
I don't know about all counties (there are 254 of them in this state) 
but at least in Garza county, a friend of mine has gotten 4 of them 
planted on the corners of his retirement lot by his power company.
these are recycled poles, not new poles.  New poles cost more but do 
not remember how much.  he was just happy to get 40' out of the ground 
or AGL to hang his wire.
