There is also a good RFI email list, accessible like this one at 
contesting.com.  

Your noise source is almost certainly in someone's home or business, 
and radiated just like any other radio signal on wiring attached to 
the noise source, including the power line. 

One way to probe for the source is a battery operated radio that you 
can tune to 40M and carry around your neighborhood. Remember though 
that this will help you find the ANTENNA for that source.
