That's due to the inertia of the weights, which is why it's a good 
idea to use bungee cords or springs in series with the weight.

Parallel the bungee cord with a loose rope as a backup in case the 
bungee cord breaks.

And then replace the bungee cords annually.

Low tech.  Works great.
