My long haul 802.11 ISP radio tech tells me that the regs are ERP based,
so power output plus antenna gain can't exceed a spec (he is a Ham).
Just like most broadcast licenses. Not likely this is easily enforced
and we know of blatant violations by other ISP providers to remote
locations.
