If the bleed resistor is doing its job, there isn't
going to be anything like 10KV in the first place.
BTW, 10KV across 3 MEG works out to 33 watts.  This
doesn't look like a 33 watt resistor, so I don't
even know what that rating means.

On my 90 ft vertical, I have measured 3 microamps
of static current, which would produce 10V across
a 3 Meg resistor.

Nevertheless, I elected to use high value resistors
after extensive study of RF chokes.  If the feed
point is high impedance, the RF choke could result
in resonances that could cause problems.  Resistors
never cause resonances.
