I have several QRPP FM modulators of the sort sold to feed an Ipod or 
eqivalent into an FM radio. I use one of them to feed my favorite jazz 
station on the internet to FM radios around my house. Ive got it set to 
87.9 MHz. Its a Part 15 device, no license required, probably 10-20 mW, 
uses the interconnect cabling as a TX antenna, which properly limits its 
range per FCC Rules. If I tune it in on the car radio, it dies by about 
500 ft.
