There definitely should be a dial light visible, even with no cable 
attached. I am not sure of whether there should be voltage on the motor 
wires when you press the rotate key with no rotator attached, but I 
would think so.  Anyhow, you can certainly see (with a voltmeter) if 
you're getting voltage to the dial light.
