It's called 100% TIE OFF! The tower owner didn't tell them to "free climb".
You are right on one thing. They could have
walked away from the job if they didn't want to go up the 100% tie off way.

##  well, the 1700' tower in that video... did anybody see either a safety
rail
or a 3/8"  safety cable, that the 2 x fellow's could hook onto ??    I 
didn't.
I didn't see a safety cable on either the 1st 100' they climbed, nor the 60'

of
the actual ant array.   Even if the tower was built prior to Osha rules,  a 
safety cable
could still have been retrofitted ..after the fact.   Now If the top 160' 
of that 1700'
tower had the safety cable installed, I'm SURE the climbers would have used
it.  Why wouldn't
they?   IMO, its's the  owner of the tower that should have  got reamed. 
The climber's should
have told the tower owner to piss off, and refused to climb, until the
safety cable was installed..
and then turned the tower owner in.
