Welding can reduce the fatigue life of rebar. It would be difficult for an
inspector to verify your "minimum amount of heat".  How much heat would that
be?  How would an inspector verify the adequacy of the result?

If it's tied, a building inspector can be more certain that you didn't
weaken it with excessive heat. And it's cheaper to tie than to find
qualified welders.  

It just has to stay together long enough for the concrete to set around it.

NO NO .. You do NOT weld rebar .. if you need it held in place while doing
the pour, use that black wire made for that purpose... again, DO NOT WELD
REBAR!
