[TowerTalk] need help identifying component in ICE 419 bandpass filter

I think polarity was reversed on the DC input of this filter. This component 
is open; it goes from the center conductor of the DC connector to the fuse 
holder. It's similar to a resistor, but only one black band in the center, 
and it seems to be more of a seam, rather than a color identifier. I hate to 
just bypass it, as I'm sure the design calls for it, or it wouldn't be 
there.....any clue on what it may be?
