[TowerTalk] Tower ID & spider webs

I've been offered a crank-up tower, but the owner has no idea what it is. Can anyone 
ID it? Pix at http://nf4l.com/tower/

Are spider webs ( I'm assuming it was a spider, the critter wasn't there) conductive? 
My SteppIR control cable has developed an intermittent short, and in the junction box 
there was a web across all the pins on one side of a DB-25 connector.

On the ground it's fine.
