Correct, but other jurisdictions take notice although they're not bound. 
Because there's no opinion, there's nothing of which to take notice.

I really believe that decisions of the California courts only have the
force of law in California.

However, I don't mean hams outside of California should be indifferent
(although that is the most straightforward interpretation of what I
wrote, I now realize).

I would say it's not clear that they have gotten away with it until
all possible appeals have been exhausted.
