The split capacitor used in the old Johnson MatchBox did a great job  
of providing that balanced output from a link input.

Shouldn't be too difficult to build a tuner with same concept ...  
tuning it remotely might be a challenge, unless it's for only a single  
band, as the input link would vary depending on band.
