[TowerTalk] 25G torque bars

I've had 80 feet of Rohn 25 up for 19 years with no torque bars. The remnants of 
Hurricane Alma tore up a Mosely tri-bander. A 4L SteppIR has been on it for 6 years, 
the last two with the 30/40 trombone.  No problems so far.
