The actual mechanics of making a sustainable atmospheric pressure plasma that is stable enough to use as an antenna is much harder, though it has been tried if you search hard enough.  of course the biggest problem is that you don't want to do it outside because its kind of hard to stop the beam where you want it to, and you really wouldn't want things like birds flying through your antenna!
