Well .. on another tack ...
If it's possible, just rent a Bosch electric jackhammer and take the top off 
the tower base concrete...the chisel will cut the Rohn 25, too ... ... down 
a foot or two +  ...
Problem is if the area would ever happen to get rototilled, could get 
interesting.  If so, go low!  Fill in the hole, replace the topsoil, 
sprinkle a few grass seeds, and VOILA!
