[TowerTalk] When is a 100' tower only 97' tall?

Been that way for years,  Rohn 20 is the same.  Rohn 45  and 55 is longer 
and gives you a true 10 ft.  On the other hand the DX  station will never be 
able to tell the difference between a 66 footer and a 68  footer.
