Really?!? You mean in the retracted position, right? That's the only
way I could see that happening, especially if it's an older tower.
It sounds like your town building department isn't too rigorous since
you never mentioned needing PE wet stamped drawings. And especially since
your tower meets their 100 MPH requirement. Fairfax County looks like a 70
MPH windspeed zone but since it's close to the coast, their could be big
winds occasionally.
