Sounds like an antenna Specialists 11 meter cb antenna. You can shorten the 
vertical element a few inches and it will tune the 10 meter band. Dont try 
more than 100 watts though. the coil in the base cant take a lot of power. 
If it is still in good condition it will work 10 decently 
I think they called this a m118 or something like that. Very popular for 
cbers in the 60s and 70s
