[TowerTalk] bonding tower sections

This is probably not an issue, but if the sections  have been painted, I 
would check with a multimeter to see if there is  continuity.  I had some Rohn 
65 that was painted and found it did not have  a good path from section to 
section.  Of course that was flange stuff, but  it might be worth a trip up 
the tower with a meter to check.
