My read is that he now has a vertical on 40 meters, but is considering
putting up a horizontal dipole for an unspecified band.  He clearly
said he has the vertical already, but the question about the
horizontal was hypothetical ("say I put up a dipole...").

It appears he is considering adding a parasitic element to one or the
other or both antennas.
