I've  had very positive experience with Hank Lonberg, KR7X, Lonberg Design
Group.

If your tower permit application requires engineering certification, you may
want to inquire about the licensing requirements of that engineer.  My
county required plans "wet stamped" by an engineer licensed in Washington
State.  Hank has that license.
