Not necessarily waste.

It costs the government more to sell it than it does to trash it. It would 
be sold at less than "new" value but the paperwork chain would cost a lot 
more.

No, this is the government that is requiring "demilitarization" - total
destruction of the trailer mounted towers.  Note that the description
requires that the towers be made unusable under military supervision
within 50 miles of Redstone Arsenal.
