[TowerTalk] concrete sealant

A block of concrete has more than one surface.  It would be amusing to 
watch someone try to seal the sides and bottom of a tower foundation.

p.s.  Rain-X, the stuff you apply to vehicle windshields, is a somewhat 
less effective but much cheaper alternative to UltraEverDry.  And 
neither, by the way, are permanent.
