And, you need to have the time, schedule/patience, storage space.  If you have to pay for any of those, the surplus deals may not be as cost effective.   It's like any bargain hunting... Some like the hunt, others like the end product, and find the hunt tedious.

This is big challenge with managing hams (including myself) when they are in a business setting.  They're used to scrounging for the deal, which might actually cost more when all those other costs are factored in.  Three engineers in a meeting for an hour talking about how to save $200 on coax is generally a bad deal.
