I think such unfounded speculations serve no useful purpose.

Police and media would certainly have arrived on the scene well after 
the fall occurred and I could easily imagine the second climber taking 
off the fallen climber's harness (as well as his own) to render him 
assistance.  Maybe they indeed were not wearing harnesses while 
climbing, but if you were going to make that decision why would you even 
take them out of the truck?  It's not like you could quickly put one on 
if someone else showed up while you were on the tower.
