There ARE answers to oddball problems like these, sometime worth it, sometimes not.  What you need to do is find a job shop machinist.  You bring him the old pulley, explain the problem, and say "What can you do"

Generally there will be one of a few answers:
1)Not interested 
2)He'll look up some 'close enough' pulley that be modified to make it work (say it is too thick, or the bushing is the wrong size, or...) and give you a quote on modifying it
3)Give you a price for making a replacement (maybe even a BETTER replacement) from scratch

You MIGHT be surprised, it can be worth it, or not, all depending on the guy's shop rate, and how fast he can (or things he can) do the job
