These days, utility supplied transient suppression on the power line is
often installed on the meter socket: they pull the meter, put a TVSS on
the meter socket, then reinstall the meter.

That's not unusual. I've never seen an alarmed telco TVSS in a
residential application. For myself, since I got fiber to the home,
it's a non-issue.

If you go to the local electrical supply place, they probably have some
sort of device made to do this.
