I have heard it mentioned here on TT that there is a group that discusses 
topics related to noise and interference issues. I have a neighbor that just

put in landscaping lights...LED lights...they are tearing me up on HF and 
VHF. Anyone know anything about such a group?  Sorry to be off topic for a
