that's for an RF ground, and your periodic field strength measurements 
would tell you if there's a problem with the connection. And, it's a 
system that is regularly maintained and inspected.  If it doesn't work, 
nobody dies.

The safety ground has a different set of assumptions, essentially, no 
maintenance, no inspection for life.
