Energy costs.  Everything about concrete manufacturing consumes significant amounts of energy.  Mining the limestone, transportation, calcination (kiln @1500C), grinding, more transportation, mining gravel and sand, yet more transportation,  raw material handling, mixing, and final transportation to the job site.
