As a California PE (electrical branch, not civil or mechanical) I 
heartily endorse this advice, and not just out of self interest or trade 
enhancement.   The *local* PE will have gone through a variety of 
situations in your area, and knows things off the top of his/her head 
that would take you several construction iterations (why did it do 
that?)  to figure out.  The PE will know what the local soil conditions 
are for structures like you're thinking of. And if it's not their area 
of specialization, or they don't have the background, then they *should* 
refer you to someone who does.

I'm sure there are bozo engineers out there (at least the disciplinary 
filings would make it seem so), but I've never met one. Everyone I've 
ever worked with has been very upfront about "that's not my area of 
expertise, maybe you should talk to X"
