I know what you mean by 'laws preventing more stringent methods'.  I had my 
mother-in-law up the tower but she was so scary, kids were afraid to walk by

No deposit - no return.  The lab where I used to work had an
oceanographic tower off the beach in fairly shallow water.  It was
plagued with seagulls and their corrosive excrement.  Laws prevented
stringent measures so audio was employed, similar to this unit.
