Do it like the pros.
 
Rod chairs (sometimes go by other names) made of plastic or  metal, allow 
the bar to sit above the ground. Cost is minimal.  They  can be obtained from 
your concrete supplier or from Lowes or Home  Depot.
 
The three inch number is not critical.  Building inspectors  don't really 
care if it is 2 or 3 inches.
